The parish council is not a planning authority and as such does not make final decisions on planning applications. However, the parish council is a statutory consultee and as such receives all planning applications relating to the parish for comment; it is also able to request and comment on any application made within surrounding parishes.

Parish council comment: Busbridge Parish Council has no objection to this revised application for new vehicular entrance to the property with new gates, pillars and wall. We are however, concerned about the Cupressus trees mentioned in the letter from the neighbour at ‘White Acre.’ We agree that the trees should be removed. They are so huge that pedestrians are forced to walk in the road instead of on the verge. If they are replaced it should be with species in keeping with the surroundings and set well back from the road.

Parish Comment

Busbridge Parish Council has no objection to the proposed ground floor extension adding 15.9% to the floor area providing WBC officers are content that it is consistent with policy.

We do however strongly object to the conversion of the loft space to habitable accommodation. This is already specifically prohibited by planning condition imposed when the current house was built and we do not agree with the planning consultants that its conversion does not constitute development in planning terms.

This extremely large room, over 6 metres wide and some 20 metres long is proposed with no windows or roof lights and therefore would have no natural light at all. This is considered to be very poor design for reasons of both energy savings and people's health and wellbeing. It would seem that this very basic common sense requirement has been omitted for no better reason than to get round anticipated planning problems.

This handsome, Lutyens styled house deserves better. There are already dormer windows on the north east elevation which would be entirely appropriate in design terms for the roof space.

Parish Comment

The Parish Council have no objection to this application. We would however suggest that planning officers impose conditions to limit the hours of work along with noise and dust controls and forbid site bonfires during the build. The reasons for these conditions are the relatively high building density of Leithfield Park and the fact that the majority of neighbouring properties are three storey with their reception rooms on the first floor. They are therefore more liable to suffer the effects of noise, dust and smoke than a conventional ground floor reception room.

Conversion of garage into habitable accommodation and dormer windows to main dwelling.

Parish Comment

The proposed changes to the double garage involve very large windows with the potential to intrude on the privacy of number 4 Sorrel Close. Were it is possible to temper the scale and design of those 'garage' windows to reduce the impact on visual amenity and intrusion into number 4, then it will be for neighbours, the planning officer and Leithfield Park (Godalming) Management Company Limited to reach an acceptable compromise.

The parish council does object to the proposed dormer window for the following reasons.
This house is extremely close to its neighbour and too close for the proposed type of window. This is why the room is predominantly lit by velux type roof lights and why WBC has added planning conditions for other windows with the same aspect to be obscured.
The proposed Dormer is also contrary to WBC planning guidance that dormers will only be permitted for the provision of extra light rather than to provide extra floor space. This dormer is of the latter variety and the provision of more daylight could easily be achieved by addition of extra roof lights.

As far as the outbuilding replacing the garage is concerned, no objection on condition that it will not be used as habitable dwelling, as it certainly resembles an annex rather than a store room.
